California private-security brief
This was a relatively quiet week for new California security regulations. I found no new BSIS implementation bulletin materially changing last week’s SB 1203 or SB 1148 guidance. Three operational developments are worth Security Central’s attention:
- Guard-card processing remains a hiring constraint. BSIS’s October 6 update shows initial online guard applications being processed from August 16 and paper applications from July 31. The target remains 60 days. Online renewals were substantially closer to current, with applications from September 13 being processed.
- Security companies should begin screening and licensing applicants well before anticipated contract starts. Content opportunity: a live “BSIS processing-time and hiring lead-time” page, plus an application-deficiency checklist.
- Bureau of Security and Investigative Services
- Fuel prices are squeezing mobile-patrol margins. On October 12, California regular gasoline averaged about $6.31 per gallon. Sacramento averaged approximately $6.28 for regular and $8.38 for diesel. Sacramento diesel was about $3.19 higher than one year earlier. Companies offering flat-rate patrol packages should recalculate route costs and consider mileage limits, route-density requirements, or clearly written fuel-adjustment clauses. Product opportunity: a Security Central patrol-pricing calculator that factors mileage, fuel economy, wages, payroll burden, vehicle costs, and desired profit. gasprices.aaa.com
- Automated surveillance vendors face growing business and public-trust risk. Reuters reported October 9 that Flock Safety plans to eliminate about 270 positions, roughly 18% of its workforce, amid expanding opposition to its license-plate camera network and questions about privacy and data sharing. This is a market signal rather than a California regulatory change, but it matters to PPOs, HOAs, shopping centers, and property managers considering camera-based security services. Resource opportunity: publish an ALPR and AI-camera purchasing checklist covering data ownership, retention, outside-agency access, audit logs, cybersecurity, contract termination, and removal of equipment
